Rappahannock Citizens for Community Empowerment

The RCCE Corporation's current officers are:

- Executive Director: Mr. W. Page Glennie

W. Page Glennie lives on a farm in Amissville that has been in his family for three generations. He retired from the federal government in 2010 and moved to the farm full time with his wife. They have three dogs, 50 some chickens, a large garden, a small orchard, and two hay fields. Page has 35 years of experience in Program Management, Procurement, Budgeting, and Engineering in the Department of Defense and the Department of Homeland Security. He was the Technical Director for all aircraft carriers, managed the design of the USS Ronald Reagan, deployed a number of Information Technology systems, established and managed numerous contracts, wrote acquisition policy, oversaw major acquisition programs, facilitated numerous high level government events, and advised numerous political appointees. He has a Bachelor of Science degree in Aerospace Engineering from Virginia Tech, a Master of Science degree in Naval Architecture from the University of Michigan, and a Master of Science degree in National Resource Strategy from the Industrial College of the Armed Forces. He is certified in Program Management and as a Contract Officer Technical Representative.

- Vice Executive Director: Ms. Marian M. Bragg

Marian Bragg lives on a farm in Gid Brown Hollow near Washington where she raises show llamas.She opens her farm to the public each year during the Rappahannock County Annual Farm Tour. She has 35 years of federal government service, the last 20 of which were spent managing government information technology and radio communications contracts. She has a Bachelor of Science degree in Geology from Old Dominion University and a Master of Science degree in Information Management from Marymount University.

- Secretary/Treasurer: Mr. Thomas A. Woolman

Thomas A. Woolman lives on a tree farm in Amissville (Hampton district), Rappahannock County. He has been a resident landowner in Rappahannock County since 2010. He is married and has two children attending Rappahannock County Elementary School. Tom owns a consulting company that specializes in data science and statistical analysis, machine learning, mathematical geology and enterprise performance management. Some of his consulting engagements have included artificial intelligence predictive modeling for gold and base metal deposits in Africa, financial cost modeling for nuclear power plant systems and a natural gas exploration, production planning and forecasting system. He is an Adjunct Professor of Data Science and Analytics, teaching graduate courses in Optimization and Risk Assessment, Decision Methods and Modeling, and Predictive Analytics. He has a Bachelor of Science degree in Information Systems from Drexel University, an MBA from Saint Joseph's University, a Master of Science degree in Data Science and Analytics from Saint Joseph's University and a Master of Science degree in Earth Science from Emporia State University. He is currently a PhD student in Technology Management at Indiana State University, and a Rappahannock County EMS volunteer (EMT-B).
